Privacy is the third pillar. The design allows for offline transactions. This means no detailed digital trail of every purchase. Your bank sees a request for central bank money. It does not see what you bought. Your spending habits remain yours.

Finally, there is the inclusion angle. The ECB retains the right to offer its own official digital wallet. This ensures that unbanked citizens, or those rejected by traditional banks, still have access to a modern, secure payment method.

The Trade-Offs You Need to Watch

It sounds utopian. Free. Secure. Private. Sovereign. But money is never free of trade-offs.

The cap on holdings is the biggest mystery. If the limit is too low, it remains a niche tool for small transactions. If it is too high, it could destabilize commercial banks. Why would people keep money in a risk-free ECB digital wallet if they can earn interest elsewhere? Or worse, if they distrust the commercial bank’s balance sheet? A rapid shift of deposits from banks to the central bank—a digital bank run—could squeeze lending capacity. That is a real risk.
